Franklinville was a proposed town to be located where the North and Middle Forks of the Kentucky River meet in what is now Lee County (at that time it was within Mason County which lies along the Ohio River). It was planned about 1794 and lots were to be sold at an office in London England; however, the town was never built. The site is near the present town of Beattyville in eastern Kentucky. Franklinville is shown on the Russell map of Kentucky published in 1799 (see our map of Kentucky, number Z8M43G). The town is laid out on a grid system of about 80 blocks with a central park (called “Circus”) and four smaller parks (called “Crescents”) at the four main compass points. East-West streets located east of the “Circus” are named after states. West of the “Circus” they are mostly named after people, including Washington, Jefferson, and Fowler, one of the promoters. N-S streets are named for trees.

There is a note under the title: “Each Square contains 16 House Lots, each Lot 100 feet in front and 200 feet deep”.

There is a large un-named circular park at the center. In the four corners across the street from the park are sites for a church, college, town hall, and “Place of Amusement”, identified on the map by a key, as are four markets along the river. At the lower left is a note: “… the lots undisposed of may be purchased at the Agency-Office, Threadneedle Street, London”.

WASHINGTON, DC. Russell. 1795/1799.
Plan of the City of Washington in the Territory of Columbia ceded by the States of Virginia and Maryland to the United States of America, and by them established as the Seat of their Government, after the year 1800.
Under title: J. Russell, Sculpt Constitu’n Row Grays Inn Road. Image 15 ¾” x 20 ¾”. Uncolored, as issued. Backed with archival tissue to re-enforce fold lines. Image very good.

This map is based on the 1792 plan published by Andrew Ellicott. It is one of nine maps published in London as John Reid’s An American Atlas, and engraved by John Russell of London. The same nine maps were included in An Historical, Geographical, Commercial and Philosophical View of the American United States by William Winterbotham (1763-1829) published in London in 1795 and 1799 and in New York in 1796. Howes W581. Reid’s An American Atlas was meant to accompany the version of Winterbotham’s history published without the maps. . This undated Russell plan is among the larger of the maps issued during the city's development.

Near the upper right is an eight-pointed compass indicator surmounted by a fleur de lis. The title is surmounted by two winged female figures flanking a shield bearing Washington's arms supported by female figures of Fame and Liberty. At the lower right is a distance “Scale of Poles”. “Remarks” in the upper right lists the elevation of various locations in relation to the tide of Tiber Creek and how water could be provided to the city.

The plan shows the layout of streets including the long diagonals. Washington is bordered by the “Potomack” (Potomac) River and the “Eastern Branch”, now Anacostia River. Georgetown, at the left and northwest of Rock Creek, is separately labeled. Reedy Branch and Tiber Creek are shown to the north outside of the street pattern. Each block is numbered. A few major buildings including the “Capitol” and the “Presidents House” are labeled; others are merely outlined. The proposed landscape design for the Mall is shown with considerable detail. Outline contours of docks and slips are shown along the rivers.
